Over two decades after the effort to create this independent and nonpartisan oversight office began\, SB 4 was signed into law by Governor Matt Meyer on August 14\, 2025. Sen. Sturgeon and Rep. Laura Sturgeon\, the first Latina elected to the Delaware State Senate\, is chair of the Senate Education Committee\, a member of the Senate Labor and Elections & Government Affairs committee\, and sits on the budget-writing Joint Finance Committee. Her career in education includes teaching Spanish at Concord High School and English at Delcastle and Hodgson Technical high schools. She held a board seat on her teacher’s union executive committee and also on the board of the Delaware State Education Association. With a passion for women’s rights and a desire to help mold public education policy\, she was inspired her to run for a seat in the Delaware General Assembly. In 2025\, she sponsored Senate Bill 4\, to establish a Delaware OIG that was passed by the Senate and the House. It was signed into law on August 14\, 2025. \n  \nRep. Cyndie Romer\, House prime sponsor of SB 4 says\, “it is critical that we as a state government are transparent about our processes\, and any of the issues that arise within them.” With a degree in economics\, a background as a technology consultant\, and determined to use her “voice\, privilege\, and energy in the service of others\,” she has been a community advocate\, actively serving on Criminal Justice and Education committees for the NAACP – Newark Branch\, Moms Demand Action\, and ACLU of Delaware. She is experienced in community building and has worked as a lobbyist for democracy reform in the Delaware state legislature. Some of her most recent research focused on ways to strengthen connections between state-level elected officials and public life. Author of Battling the Prince: A Woman Fights for Democracy\, she was co-editor of New Political Science: A Journal of Politics and Culture for several years. She holds a B.A. from Smith College and a Ph.D. in political science from Rutgers. \nShannon Manigault\, Inspector General\, City of Atlanta\, Georgia\, since 2021\nMs. Manigault previously worked in the New York City Department of Investigation (DOI) as IG of 5 NYC agencies and led an investigative team probing criminal misconduct\, ranging from bribery and insurance theft to narcotics sales and credit card fraud. When legislative counsel for the New York City Council\, she drafted and negotiated legislation regarding procurement of goods\, services\, and construction\, and coordinated Council oversight of city agencies. She also clerked for the Hon. John C. Lifland (ret.) in the U.S. District Court for the District of New Jersey and later served as a litigation associate at Davis Polk & Wardwell LLP.
